On the morning of October 25, the opening ceremony for the 2025 cohort of the China-Uzbekistan College （Faculty） of Transportation (College for Overseas Outstanding Engineers) at Chang’an University was held in the multifunctional hall on the third floor of the Student Activity Center on the North Campus. This event marked the official launch of a significant achievement in higher education cooperation between China and Uzbekistan, opening a new chapter in jointly cultivating high-quality international talent in the field of transportation.
The ceremony was conducted in a solemn yet warm atmosphere. Attendees included Wang Haibiao, Deputy Secretary of the Shaanxi Provincial Education Working Committee; Chen Zhijian, Secretary of the Party Committee of Chang’an University; and Fan Wen, Vice President and Professor of the university. Also present were representatives from the Shaanxi Provincial Department of Education, the Provincial Foreign Affairs Office, the Xi’an Municipal Education Bureau, as well as faculty and student representatives from Tashkent State Transport University of Uzbekistan. Additionally, leaders from relevant schools and functional departments of Chang’an University, along with faculty representatives and all first-year students of the college, attended the ceremony. The event was presided over by Zhang Wei, Dean of the School of International Education at Chang’an University.

Attendees first watched an introductory video about the China-Uzbekistan College of Transportation, which reviewed the memorable journey of the college from conception and preparation to its establishment, showcasing the firm determination and grand vision of the two nations in jointly building the institution.

In the letter, President Turaev extended his warm congratulations on the successful opening of the college and expressed his wishes for the everlasting friendship between Uzbekistan and China.
In his speech, Wang Haibiong, on behalf of the Shaanxi Provincial Education Working Committee and the Provincial Department of Education, congratulated the college on its inauguration. He spoke highly of Chang’an University’s breakthrough in promoting Sino-foreign cooperative education and stated that the Provincial Education Working Committee and the Provincial Department of Education would continue to support the construction of the college. He expressed his hope that the college would develop distinctive characteristics and high standards, becoming a model of Sino-foreign cooperative education in Central Asia.
In his address, Fan Wen, representing the university, extended a warm welcome to the inaugural cohort of students and expressed sincere gratitude to all parties who have supported the college's establishment. He emphasized that the founding of the college is a significant step in implementing the consensus reached at the first China-Central Asia Summit and serves as a crucial practice in supporting the Belt and Road Initiative. He noted that the college stands as a landmark achievement of Chang’an University’s internationalization strategy. Fan encouraged the new students to cherish this opportunity, study diligently, and strive to become outstanding engineers with both professional expertise and a global perspective, contributing to the friendship between China and Uzbekistan as well as regional development.
Professor Liu Jingyi, Associate Professor, spoke as a representative of the faculty, sharing her expectations and commitment to engaging in international education. On behalf of the new students, student representative Bahe delivered a speech, expressing his anticipation for the upcoming study life and his determination to work hard towards becoming a talented individual.
At the ceremony, a solemn school badge pinning ritual was held. Amidst the melodious strains of the university song, Chen Zhijian pinned the Chang'an University badge onto a representative new student. This small badge embodies the university motto of "Broadening Horizons, Pursuing Virtue, Dedication to Learning, and Embracing Innovation," symbolizing that the new students have officially become both "members of Chang'an University" and "members of the China-Uzbekistan College of Transportation." It also signifies their mission to foster communication between China and Uzbekistan and enhance global connectivity.
The successful inauguration of the China–Uzbekistan College （Faculty）of Transportation (College for Overseas Outstanding Engineers) marks a milestone in Chang’an University’s commitment to serving national strategies and deepening the internationalization of education. Leveraging the two universities’ leading strengths in transportation, information engineering, and other related fields, the college will pioneer innovative training models aimed at cultivating outstanding engineers with global perspectives, cross-cultural communication skills, and an innovative mindset. It will provide talent and intellectual support for enhancing infrastructure connectivity among countries along the Belt and Road, injecting new educational momentum into the efforts to build a China–Central Asia community with a shared future.
