Chapter I: General Provisions
Article 1: Name of the Alliance
1.1 Full name in Chinese: 中国-中亚五国交通基础建设领域人才培养联盟
1.2 Full name in English: China-Central Asia Talent Training Alliance in the Field of Transportation Infrastructure
Article 2: Date of Establishment
The China-Central Asia Talent Training Alliance in the Field of Transportation Infrastructure (hereinafter referred to as the "Alliance") was established in October 2023 in Xi'an, China.
Article 3: Mission of the Alliance
The Alliance upholds the Silk Road spirit of "peace and cooperation, openness and inclusiveness, mutual learning, and mutual benefit." It aims to establish an educational cooperation platform, facilitate communication among members, and strengthen collaboration in talent training, scientific research, and cultural exchange. The Alliance serves the cultivation of applied talents in the field of transportation infrastructure, enhances mutual understanding and friendship, and promotes shared prosperity among nations.
Article 4: Nature of the Alliance
4.1 The Alliance is a non-governmental, non-profit, open, and international higher education cooperation platform formed voluntarily by leading infrastructure-focused universities in China and Central Asian countries under the principles of peaceful development and win-win cooperation.
4.2 Each member institution shall bear joint legal responsibility for cooperative activities and outcomes within the Alliance.
Article 5: Membership Eligibility
5.1 Members of the Alliance include universities, research institutions with higher education qualifications, and medium-to-large engineering enterprises within the region.
Article 6: Admission Mechanism
6.1 Founding members are the institutions that initiated the Alliance.
6.2 Other institutions seeking to join the Alliance may submit an application to the Secretariat. Admission shall be approved upon endorsement by more than two-thirds of the Standing Council members.
Article 7: Rights of Members
Members of the Alliance shall enjoy the following rights:
7.1 Access to shared information and resources within the Alliance.
7.2 Participation in cooperative activities under the Alliance framework, including talent training, scientific research, and cultural exchange.
7.3 Proposing suggestions for Alliance development and engaging in relevant discussions.
Article 8: Obligations of Members
Members of the Alliance shall fulfill the following obligations:
8.1 Abide by the Alliance’s constitution and uphold its reputation.
8.2 Actively implement cooperative initiatives and communicate relevant information in a timely manner.
8.3 Collaborate in good faith and refrain from harming the reputation or interests of other members.
Article 9: Council Assembly
9.1 The Alliance shall establish a Council Assembly, convened at least once every two years.
9.2 The Council Assembly shall consist of representatives from all member institutions, with each institution appointing at least one representative.
Article 10: Standing Council
10.1 The Alliance shall establish a Standing Council as its daily decision-making body, with each term lasting five years. The Standing Council may nominate additions or removals of member institutions, subject to approval by more than two-thirds of its members.
10.2 The Standing Council shall promote friendly cooperation among members and organize relevant exchange activities.
10.3 The Standing Council shall formulate and amend the Alliance’s constitution through mutual consultation.
10.4 The Standing Council may provide recommendations and coordination for the Secretariat’s work.
10.5 The Standing Council shall convene at least once a year.
10.6 The inaugural Standing Council shall consist of institutions that played a key role in establishing the Alliance.
Article 11: Chair Institution and Vice-Chair Institutions
11.1 The Alliance shall designate a Chair Institution and several Vice-Chair Institutions.
11.2 The Chair and Vice-Chair Institutions shall be nominated by the Standing Council and approved by more than two-thirds of its members.
Article 12: Secretariat
12.1 The Alliance shall establish a Secretariat responsible for daily operations and liaison work.
12.2 The Secretariat shall be located at Chang’an University.
Article 13: Special Observers
13.1 To facilitate the Alliance’s development, distinguished experts and scholars with outstanding contributions to international educational cooperation may be invited as Special Observers.
13.2 Special Observers may attend Alliance meetings upon invitation but shall not have voting rights.
Article 14: Talent Training
14.1 The Alliance shall promote student exchange programs, joint education initiatives, collaborative training, and various exchange programs among members.
14.2 Talent training collaborations shall be conducted within the legal frameworks of participating members and determined through mutual agreement.
Article 15: Scientific Research Cooperation
15.1 The Alliance shall facilitate academic exchanges and joint research projects, including the establishment of joint laboratories (research centers) and international technology transfer centers to enhance innovation capabilities.
15.2 Research collaborations, intellectual property rights, and patent-related matters shall be resolved through mutual consultation among participating members.
Article 16: Cultural Exchange
16.1 Members may jointly organize activities such as technology innovation competitions, cultural exchange camps, summer programs, sports competitions, and art festivals to foster friendship and interaction among students and faculty.
16.2 Cultural exchange activities shall adhere to principles of equality and mutual trust, respecting the national and regional ethnic and religious customs of all participants.
Article 17: Adoption and Effect
This constitution shall come into effect upon approval by the Standing Council and announcement to all members.
Article 18: Interpretation
The Secretariat of the Alliance shall be responsible for interpreting this constitution.
