From February 6 to 7, 2026, at the invitation of the Secretariat of the China–Five Central Asian Countries Talent Cultivation Alliance in Transportation Infrastructure (hereinafter referred to as the Alliance), a business delegation from Uzbekistan visited China for an exchange program. The delegation visited Chang’an University, the lead unit of the Alliance, and China Railway First Survey and Design Institute Group Co., Ltd., a core partner enterprise of the Alliance. The visits focused on talent cultivation, scientific research collaboration, and project implementation in the field of transportation infrastructure, resulting in multiple cooperative agreements.

On February 6, the delegation’s first stop was Chang’an University. During the symposium, Zhang Wei, Dean of the School of International Education and Director of the Alliance Secretariat Office, provided a comprehensive overview of the university’s development, achievements in international education, and the progress and interim outcomes of the Alliance’s initiatives. B・ELMURADOV, President of the National Planning and Design Institute of Uzbekistan (General Manager of O`ZSHAHARSOZLIK LITI Design Company in the Khorezm Region), and SH・BURIEV, General Manager of MEMAR Construction Group Co., Ltd., introduced their respective organizations’ core operations and key international cooperation projects. They expressed their willingness to strengthen collaboration with Chinese universities and enterprises under the framework of the Alliance to jointly promote talent cultivation in transportation infrastructure and regional coordinated development. Following the symposium, the delegation visited the Accelerated Loading Laboratory of the Highway School, gaining firsthand insight into the university’s research platforms and innovative capabilities in the transportation field.

On February 7, with the coordination and accompaniment of the Alliance Secretariat, the delegation visited China Railway First Survey and Design Institute Group Co., Ltd. for further exchanges. The delegation toured the Institute’s History Exhibition Hall and Science and Technology Innovation Center, gaining a detailed understanding of its development history, business systems, and technological innovation achievements. During the subsequent cooperation discussion meeting, Jiang Aimin, Member of the Standing Committee of the Party Committee and Vice President of the Institute, welcomed the delegation and introduced the Institute’s international business layout and cooperative resources, expressing the intention to expand collaboration with the Uzbek side. The Uzbek representatives reiterated their willingness to cooperate and emphasized their practical needs in the modernization of transportation infrastructure. Zhang Wei, Director of the Alliance Secretariat Office, explained the mechanisms for promoting university-enterprise collaboration within the Alliance and outlined the next steps in the work plan, providing platform support for future cooperation between the two sides.

This visit, organized and coordinated by the Alliance Secretariat, effectively facilitated direct dialogue and project alignment among Chinese and foreign member units, further highlighting the Alliance’s role as a bridge in promoting industry-academia-research collaboration in the field of transportation infrastructure under the Belt and Road initiative. As the host unit of the Alliance Secretariat, Chang’an University will continue to leverage the platform’s functions to promote the establishment of a stable, pragmatic, and efficient international cooperation network.
