On the morning of April 9, the opening ceremony of the Silk Road Youth Vanguard Special Training Program for Central Asian Young Technical Officials (First Session)—a key small yet impactful educational cooperation project in Shaanxi Province—was held at our university. Attendees included Ji Wenkui, Deputy Director of the Foreign Affairs Office of the Shaanxi Provincial People’s Government; Fan Wen, Vice President of Chang’an University; Fang Yong, Overseas Business Director of CCCC First Highway Consultants Co., Ltd.; and Tian Yin'an, Party Secretary and Dean of the School of Transportation at China Railway First Survey and Design Institute Group. The ceremony was presided over by Zhang Wei, Dean of the College of International Education at Chang’an University.
Ji Wenkui emphasized that this training program is a practical measure by Shaanxi Province to actively implement the outcomes of the China-Central Asia Summit and to deepen and solidify the high-quality development of the Belt and Road Initiative. It represents a significant effort in creating precise, impactful, and robust educational cooperation projects, playing a vital role in enhancing technical exchanges, standards alignment, and mutual learning in transportation infrastructure between China and Uzbekistan.
Fan Wen noted that leveraging the disciplinary strengths in transportation and the foundation of the China-Central Asia Five Nations Transportation Infrastructure Talent Development Alliance, Chang’an University has meticulously designed and implemented this small yet impactful educational cooperation program. The university will integrate high-quality resources from both on and off campus to provide robust support for talent development and technical exchanges in China-Uzbekistan transportation infrastructure.
Fang Yong and Tian Yin'an shared their respective enterprises’ experiences in participating in Belt and Road transportation projects, expressing their commitment to deepening university-enterprise collaboration, promoting the alignment of Chinese technology and standards with Central Asian market demands, and contributing to the high-quality development of regional transportation.
On behalf of the trainees, Zainutdinov, Chief Technical Officer of the National Planning and Design Institute of Uzbekistan, expressed gratitude, noting that the training program provides an excellent platform for young Uzbek technical officials to learn and exchange knowledge. He looks forward to deepening practical cooperation between China and Uzbekistan in the transportation sector through this initiative.
The training program, spanning over ten days, focuses on transportation infrastructure. It includes thematic lectures, case studies, on-site training, and cultural exchanges, aiming to enhance professional exchanges and foster mutual understanding between young technical talents from China and Uzbekistan.
